These Korean parents say teaching their children English is a priority, as well as other factors including avoiding compulsory military service for young men and gaining the prestige of an American education. One out of three Korean parents are willing to send their children abroad for the sake of a better education, according to a study by the Center for Korean Education Development in Seoul in the Korea Times. In the past, parents would ask relatives living in the United States to adopt their children, but more parents are now seeking out Caucasian families. The Korea Times in Los Angeles reported the story of a Korean woman in Los Angeles on a work visa and employed as a nurse. She wished to bring her two teenage children to the United States from Korea and paid a retired American couple to adopt them. Putting a child up for adoption in the United States allows Korean parents to skirt around normal immigration procedures, a drawn-out process with no guarantee of approval. Parents generally seek retired American couples, whose own children often have left and have room to spare. The American couples receive an agreed-upon sum of money in exchange for adopting the child and providing food and housing. Couples receive upwards of $30,000, with additional payments as necessary to cover room and board for each child they adopt. In return, the child gains legal status in the United States, as well as the privilege of attending American schools.

Darren Russell, 35, went to China to teach English. His mother, Maxine, says his contract promised a lot of things that didn't materialize, including a work visa. She says when Darren threatened to blow the whistle on the poor working conditions there, he felt that his life was placed in danger.
Maxine says Darren called to tell her he was removed from the school and dropped off in a seedy section of Guangzhou. "They took his passport away and they said it had to be held by the police," said Maxine.
But how did Darren die? The Chinese government says he was hit by a truck. "There was a complete absence of abrasions, lacerations, fractures. There was no evidence of an auto accident of any kind," said mortician Jerry Marek. Jerry Marek is the mortician who prepared Darren's body. Marek, a former coroner, who's examined hundreds of bodies says that Darren's case looked like something else. "He was hit in the head with something," said Marek.
NBC4 went to the Chinese Consulate near downtown Los Angeles and asked to talk to someone about Darren Russell.

Ministry says citizens, government improved academics not colonization

The Ministry of Education yesterday dismissed a claim by Japan's foreign minister that Taiwan's high standard of education was an outgrowth of Japanese colonization of the island.
MOE Political Deputy Minister Lu Mu-lim stressed that Taiwan's strong educational system was unrelated to Japan's rule of Taiwan between 1895 and 1945.
Lu instead cited the government's strong financial support for education, the greater availability of higher education, and local parents' efforts to let children study more as the keys behind the country's high education standards.
He was responding to remarks made on Sunday by Japanese Foreign Minister Taro Aso.
"Thanks to the significant improvement in educational standards and literacy (during the colonization) period, Taiwan is now a country with a very high education level and keeps up with the current era," Aso was quoted as saying.
Aso also reportedly said he believes Japan "did a lot of good for Taiwan" during its occupation, such as implementing a compulsory education system.
He attributed his statement to something he was told by "an important figure" in Taiwan.
The Ministry of Foreign Affairs gave a subdued response to the statement. Foreign Minister James Huang (?志芳) called on Japan not to stir up any more historical controversies with Taiwan considering the lingering problems it has with China and South Korea over the legacy of World War II.
But the Ministry of Education went on the offensive in countering the Japanese foreign minister's claim.
Lu pointed to heavy public financing of education as a key to raising local standards. The Constitution stipulates that the central government has to allot 15 percent and local governments 25 percent to 35 percent of their yearly budgets to fund education, he said.
In addition, over the past 30 years, an average of 21.5 percent of all government tax revenues has been allotted to promote mandatory education, the education official added.
Local residents' improved access to higher education over the past 10 years has also contributed to elevate Taiwan's education environment, Lu contended.

Tuesday, February 07, 2006 Korean pastor is behind the Pamplona incident The management of Pamplona Cottages believes that a Korean pastor was behind the foiled "raid" of the resort Saturday afternoon by Immigration and National Bureau of Investigation agents in Bacolod City.
Leah Bobon, manager of the resort, said witnesses saw the pastor, Kim Seong "Muksanim" Kook of the Presbyterian Church of Bacolod City, aboard another van with two NBI agents when he escaped a police dragnet at the vicinity of the resort.
She alleged that the pastor is facing rape charges in Bacolod City.
Bobon claimed that Kook might have paid the NBI agents to raid the resort in retaliation against Michael Ha, head of the corporation, which is managing the facility.
Bobon said the raid had an ill purpose and Pastor Kim was behind it.
She alleged that the Korean pastor had been angry with her employer for helping his two alleged rape victims whose cases were reportedly filed in Bacolod City.
The pastor, Bobon said, had been a regular customer and usually came to the resort to play golf at weekend.
The resort manager recalled that on November 25 last year the pastor telephoned Korean owner Ha for help in connection with a rape case and two attempted rape charges and he was advised by his lawyer to return to Korea.

Perhaps, if we ask amongst the Japanese about “overseas”, most would definitely think of America first rather than China, Vietnam or Malaysia, etc. We are close mentally. We are all Asians. Though Japan has been on the top of Asia till now, Asian countries are now starting to be independent from Japan, and that is one of the reasons for this decline. Two of the most recent were his suggestion that Japan's emperor ought to visit the militaristic Yasukuni Shrine, where 14 Japanese war criminals are among those honored, and his claim that Taiwan owes its high educational standards to enlightened Japanese policies during the 50-year occupation that began when Tokyo grabbed the island as war booty from China in 1895. Mr. Aso's later lame efforts to clarify his words left their effect unchanged.
Mr. Aso has also been going out of his way to inflame Japan's already difficult relations with Beijing by characterizing China's long-term military buildup as a "considerable threat" to Japan. China has no recent record of threatening Japan. As the rest of the world knows, it was the other way around. Mr. Aso's sense of diplomacy is as odd as his sense of history.

Possible sex ring investigated February 14, 2006 Indianapolis Star The arrest of two Indianapolis women at a rural Greenwood business add to a growing list of prostitution crimes linked to massage parlors with Asian employees.
Johnson County sheriff’s investigators suspected prostitution activities for several weeks at the Chinese Physical Therapy, 5300 block of Mount Pleasant North Drive, in White River Township.
On Monday, detectives raided the business and arrested the women on prostitution charges. The shop was near the intersection of Bluff Road, just south of the Marion County line.
Yingai Sun, 44, and Rongrong Chen, 37, both of Indianapolis, were arrested shortly before noon. Both women were released from the Johnson County Jail after posting $1,500 bail. The salon was operating much like a business raided in October by Carmel police with one woman arrested.
Investigators said the arrest could be part of a larger Chinese prostitution ring in the Indianapolis area. Fishers police arrested a 48-year-old woman on a prostitution charge in April at the Hong Kong Therapeutic Massage, operating from a home. Shelbyville police arrested two Korean women on prostitution charges in April, too. Indianapolis police also assisted in that probe. “More massage parlors are showing up with Asian employees in the Indianapolis metropolitan area,” said IPD Lt. Deana McGivern, commander of the Core Vice Unit. “If human trafficking is involved, there are many layers to these investigations, from marriages to American men to sex slaves.”

The RCMP partnered with Canada Border Services Agency and U.S. Homeland Security Immigration and Customs Enforcement officials to crack the international ring after a two-year investigation.
Police allege the migrants came from China, Korea, Albania and Eastern Europe and were tucked away in car trunks, on rail cars, in the back of transport trucks or on small boats to be smuggled both ways across the border.
Twenty-four people were apprehended crossing from Canada into the U.S during the investigation, while another 74 were caught heading south from Canada. Seventeen people were arrested Tuesday in Windsor, Toronto, Leamington, Ont., Detroit and New York City in connection to the ring. Hoa Ly, 42, of Macomb, Mich., was arrested Wednesday and arraigned in Detroit.
The others are accused of human smuggling and conspiring to violate U.S. immigration laws and face up to life imprisonment if convicted.
The 16 U.S. defendants are accused of conspiring to smuggle aliens, **which is punishable by up to 10 years in prison.

Japanese prime ministers have, at least four times to date, clearly and publicly and officially apologized for World War II atrocities, war crimes and transgressions. Since the prime minister of Japan is its highest-ranking executive of state, to say that Japan hasn’t apologized to its Asian neighbors is false.
Reparations and Compensation Regardless of the above, the problem that remains for Japan in its relations with its neighbors is an economic one. Japan’s critics seek the moral high ground here by claiming that money is not an issue, but money comes up in every discussion of Japan’s wartime responsibilities. A few examples are Comfort Women, Korean A-bomb victims, and Nanjing massacre victims. If all this were merely a demand for an apology, the topic would have died long ago. Japan’s critics should not try to make themselves look like saints in this matter with their claims that this is not a money issue. This is undoubtedly a money issue. Yet Japan, as a free nation and a world economic power, should not be held to the same yardstick as Asia’s despotic regimes. Japan, as a democratic nation, and due to past crimes, and admitted wartime aggression and atrocities, should be the nation that stands out as the leader in liberty and capitalism in Asia. Japan should not wish to be compared with the regimes of neighbors such as the former military government of South Korea, or the Chinese communist government that under Mao Zedong murdered over 50 million of its own, or a North Korean government that cannot even feed its own people, yet waged war on its southern brother.
Another argument from Japan’s critics is that Japan shows no remorse over World War II in its government-approved textbooks. This matter is another one that seems to me to be greatly exaggerated. Japan is a democratic nation with a free press. If the government approves of a textbook that is accused of "glossing over Japan’s wartime atrocities," that doesn’t mean that every schoolchild in Japan uses that textbook. In fact, contrary to a country like China, for example, that has only one history textbook in its schools, Japan has hundreds. School administrations in Japan are heavily loaded with left-leaning staff, and that’s why the playing of the national anthem in Japanese schools caused such a fuss in Japan just a few years ago. To this day, I have heard Japan’s national anthem played only once at my child’s school. Also, I haven’t yet seen any textbooks that fail to mention Japanese war crimes and aggression in Asia. One more area that garners Japan further criticism comes from a seeming lack of repentance when the Japanese prime minister visits Yasukuni Shrine. Foreign views on Yasukuni are often confused. As I explained in an earlier article, it is not a memorial intended to glorify Japan’s past military deeds. It was designated in the late 1800s as a place to pray for the souls of those who died due to war. There is a huge difference. The Japanese visit shrines to pray for the spirits of the dead. There are over 10,000 shrines in Japan. Yasukuni does not honor war criminals.

The children were found near the side of a road A woman has been arrested in Japan on suspicion of stabbing two five-year-old children to death.
The children, reported to be classmates of the woman's own child, were found at the side of the road in Shiga prefecture, west of Tokyo.
One was already dead and the other died shortly afterwards in hospital.
Compared to other countries, Japan has a low crime rate. But a recent spate of murders has caused widespread panic, with schools stepping up security.
The woman is reported to have picked up the children to take them to school along with her own child, a police spokesman told reporters.
She then repeatedly stabbed them, and tossed their bodies into nearby rice fields, police said.
According to the Japanese press, a passer-by spotted the body of the girl, Wakana Taketomo. The boy, Jin Sano, was found shortly afterwards in an irrigation ditch.
Taketomo was pronounced dead on arrival at hospital, while Sano died several hours later.
The woman has reportedly admitted to carrying out the attacks, but her motive remains unclear.
Japan has recently seen a string of murders of small children.
Late last year, two seven-year-old girls were killed in separate incidents while on their way home from school.
Parents are becoming increasingly nervous about their children's safety, calling for better security on the long walk that many children customarily take to school.
School uniforms fitted with global positioning transmitters are being sold and some schools have fitted sensors in their gates that inform parents their offspring have arrived safely.

It's called Dahn Hak, and while it's popular with tens of thousands of students, for many, it feels like a religious cult. She is a handsomely paid professional with endorsement deals and touring contracts and a pad in Corona del Mar. This is not about picking on the flaws of a little girl. A man who allegedly rented the SUV that picked up a dozen Korean nationals smuggled across Washington state's international border has been arrested and will be returned here to face federal charges, prosecutors said Friday. Jeong Ho Kim, 38, is named in a 13-count indictment handed up Feb. 7 by a federal grand jury here, charging him with conspiracy to transport illegal aliens and 12 counts of aiding and abetting the transportation of illegal aliens. A group of 12 Korean nationals were apprehended in a rented Chevrolet Tahoe by U.S. Border Patrol agents near the U.S.-Canadian border in Oroville on Nov. 28. The seven women and five men were destined for the Los Angeles area, First Assistant U.S. Attorney Tom Rice said. Kim was arrested Thursday by U.S. Immigration and Customs Enforcement agents in Los Angeles. He made an initial appearance in federal court Thursday in Los Angeles, where a magistrate judge ordered him held without bond. The indictment alleges Kim was not in the Tahoe, but rented the vehicle at the Seattle-Tacoma International Airport and instructed a driver where to pick up the Koreans near the border.

Now, one of the women from that raid more than a decade ago has resurfaced in Schererville and is being charged with nearly identical offenses in Hammond’s federal court.
The woman, Sun Cha Mack, used the name Sun Cha Thompson when she was allegedly working in Maryland at Osaka Express, a Korean massage parlor where police said sex was being sold.

As an immigration lawyer, I have observed the saga of illegal immigrant workers from a more detailed perspective than most Americans. The only crime that many of these workers committed was the desire to establish a better life for themselves and their families by coming here.
