There was once a dragon who kept a museum and did quite well from it. Japan's Cabinet approved a plan Friday for the country's Self-Defence Forces to join UN-authorized troops in Iraq when an Iraqi government takes over at the end of this month.
The plan would extend the stay of a Japanese force sent to Iraq earlier this year on a humanitarian misson, a move highly controversial in Japan. A resent survey shows that a majority of people are against Japan's participation in the multinational force, and opposition politicians argue that including Japanese troops in the force would violate Japan's pacifist Constitution.
Japanese editorial writers jave criticized Prime Minister Junichiro Koizumi for kowtowing to the United States and for failing to explain to a doubtful public the reasons for the largest deployment of Japanese troops since World War U.
To alleviate those worries, Koizumi's government pledged that Japanese troops would not fight or participate in security operations but rather continue to carry out humanitarian relief work in only the most secure areas of the country.
