This is a new copy of tattoo master Horiyoshi III's 3rd collection of drawings called The Namakubi. It is presented like the 100 Demons and 108 Heroes, hardback, in a cardboard sleeve, but this collection is bound beautifully in dark brown cloth. Nama (fresh) Kubi (neck) is a collection of 30 sketches of severed heads. The sketches are not bound, the are loose prints wrapped in paper in 3 sets of 10, which rest within the cloth binding/cover. Prints are perfect for framing. Hard to describe so I photographed the presentation. The book is huge, B4 size (appx. 10" x 14.5") and the prints are the same size. All 30 are produced on thick, high quality paper, they are black and white sketches (with red blood and hanko - his signature chop). The sketches are fantastic, very gruesome .... made more so by the intricate and ornate backgrounds. Truly stunning. Text in Japanese.

War, atrocities and persecution have forced a record 50 million people from their homes around the world, the U.N. refugee agency said. But the nature of the world's refugee problem is changing, with displaced people increasingly staying in their own countries, the agency said in a report, The State of World's Refugees. The U.N. High Commissioner for Refugees appealed for a new emphasis on preventing conflict, rather than much more expensive approach of picking up the pieces later. "What might have happened in Rwanda if the estimated $2 billion(\200 billion) spent on refugee relief during the first two weeks of the emergency had been devoted (before-hand) to keeping the peace,protecting human rights and promoting development?" the report asked about the ethnic slaughter of 1994. But high commissioner Sadako Ogata conceded that the appeal for more funds for development and peacekeeping that she has delivered in person in Washington and other capitals might be falling on deaf ears. The numner of people classed as refugees - a status technically accorded only to displaced people outside their home country - has actually declined to 14.4 million from its peak of 18.2 million when UNHCR presented its last report in 1993. But the number of internally displaced has skyrocketed. The total number uprooted has increased 6 million from the 44 million reported in 1993. "Although the number of conflicts talking place now is about the same as 10 or 15 years ago, the nature of those conflicts - almost all are internal - and the scale of civilian casyalties, destruction and displacement have shifted dramatically," UNHCR said. The agency said it currently is caring for 27 million people, up from 17 million in 1990. Much of the problem has resulted from the breakup of the former Soviet Union and Yugoslavia,but Africa has been hard hit as well.
