　現代日本政治分析において、政府の機能、政府と環境の相互作用や政府
間関係の研究が必要不可欠になってきていることは言を俟たない。このよ
うな認識のもと、社会科学研究所は政策研究をも広く含む行政の研究者
を、内外を問わずサーベイし、厳格な業績審査を行い、その結果、グレゴ
リー・ノーブル氏（オーストラリア国立大学フェロー）を比較現代政治
部門（行政学）の助教授として採用した。

　ノーブル氏の研究の中心課題は、日本の経済・産業政策過程を素材とす
る政官関係の分析にある。氏は、緻密な実証をもとに政策過程における
政権政党の役割を再定位することにより、従来の日本の政官関係の理解
を改め、加えて日本の事例を台湾との比較の中で相対化した。つまり、
類似の事例として考えられながら個別的にしか論じられてこなかった日
本と台湾の比較を氏は本格的に行なった。

　日本の政策過程に関するノーブル氏の主要業績には、FSX の日米開発
交渉、日本の予算過程及び産業政策研究の再検討などがある。しかし、
氏の中心的業績は何よりも主著の企業の協力行動をめぐる日本と台湾の
産業政策過程における政官関係の分析にある。また、この研究で政党が
政策に与える影響に着目したノーブル氏は、更に台湾の産業政策や日本
や台湾の政党政治の変化についても多くの業績を上げている。最後に、
審査の対象には含まれなかったが、採用後赴任までの間に、ノーブル氏は
日本の放送業界の規制緩和やアジア金融危機についても業績を次々と発
表している。

　いずれにせよ、ノーブル氏は、日本と台湾の本格的比較を行う稀有の能
力を武器に、一国だけを取り上げた分析の限界やそれに依拠した理論がも
つ問題に果敢に挑戦し、日本の政策過程での政官関係論に新たな地平を開
拓し、政官関係を焦点に、初めて理論的に有意な北東アジアの比較政治分
析を確立したということができる。これらの画期的な業績ゆえに、そして
彼の研究が日本とアジアの政治経済の比較や現代日本の政治経済変動の分
析に力点を置く社会科学研究所の研究体制と合致するがゆえに、ノーブル
氏は本研究所の助教授として最適であると判断された。

横からすいませんが一言。

嫉妬を生きる糧にしている人もいるんだなと、今更思ってしまいました。
これを哲学的に表現した物ってあるんでしょうか？
嫉妬を自分の食料とするためには、”ある能力”が必要なはず。
これが今の大衆社会が必要としている物ではないかと、一人推測してしまいました。

ですから、”嫉妬させること”を正義だとすることで、つまり
”嫉妬を交換するのが公共の利益”だと思わせるのが大衆社会ではないかと。
そうなると自然に、”知識を吸収するよりも自分を表現することが重要だ”と思うし
また、逆に”他人を嫉妬させる自分を正当化させる”ことになる。
つまり、”嫉妬を交換する”ことで生じる”社会と個人の相互の自然な反応”が
”大衆社会”と”表現する個人”という訳です。

もっと勝手に推論を続ければ、これまで天才と言われた人たちの情報が本という形で
残っていたために、後世の人たちはそういう天才と言われる人たちの功績を
いち早く今の生活に取り込むことが自分達の利益になると考え始め、
そういう考えが多くの人に”広まる”ことで現在のような大衆社会が生まれたのではないか
と思いました。

非難轟々、笑止千万との声がきこえそうですが、
ちょっと感心した感想を発言してみました。

つまり、メディアの影響ってことでしょうか？ん？？？？

１）「できる」という発言は「過去に経験があり、学ぶことなく処理できる」
　　という場合においてのみ行うこと。それ以外の場合はしないこと。
２）「やるよ」という発言は「２日以内に実施する」という場合においてのみ
　　行うこと。それ以外の場合はしないこと。
３）仕事において「色」「形」「配置」「語法」等を変更する場合、必ず責任者
　　に問い合わせを行い進めること。自分の理解で進めないこと。
４）固定した仕様を中途で変更しないこと。全体の作業に影響が出ます。
５）納期厳守。土曜の午前中にアップする予定のものについての問い合わせが
　　日曜の夜中に来た場合、笑って「いましてるところ。きつくてさ」などと
　　答えないこと。その後の作業が２倍・３倍の密度になってます。
　　こちらにとっては笑い事じゃない。
６）他人の仕事ぶりを評価するんじゃなく、自分の仕事ぶりを見せてくれ。
　　「こいつはすげえ」と言わせてくれ。目にもの見せてくれ。

むかついた。怒りはないけど。
怒るわけない。相手の手の内、言葉の向こうがすべて見えているからだ。
それにしても仕事うまく行ってないのかな？　言葉を交わして心配になってしまった。
だってどう見ても仕事できそうにないんだもん。。。

最近こういうケースってよく見かける。彼女すごくいい子なのに、
虐めるなんて許せない！　泣かすなよ。でも僕の「誰かが喋らなくてはならないこと」
の一言で、さらなる八つあたりが彼女をおそうんだろうな・・・
