Construction companies doing business in the Northern Territories were quick to open their wallets for indicted Lower House member Muneo Suzuki, according to information made public Tuesday.
The latest revelations concern a group of firms headed by Shimada Kensetsu which took part in a harbor construction project in March 1998 on Kunashiri island.
The project involved construction in the harbor to accommodate a workboat provided to Kunashiri islanders in 1997.
Suzuki was indicted last week on suspicion of receiving a bribe from a Hokkaido logging firm.
An earlier Foreign Ministry investigation found Suzuki intervened in bidding for the Kunashiri harbor project by asking that Hokkaido firms be allowed to take part.
Four groups bid on the project. A group consisting of Shimada Kensetsu, Makabe Kensetsu and Hamaya Kensetsu won the contract with a bid of 455 million yen.
Mitsuo Shimada, president of Shimada Kensetsu, told The Asahi Shimbun the bid was rigged to favor his consortium.
Companies that belonged to the losing groups denied bid rigging took place
Another Shimada Kensetsu source said forming a consortium of three firms long associated with Suzuki was enough to scare off other potential bidders.
Between 1995 and 2000, the three companies, as well as executives of the firms, gave Suzuki about 40 million yen in donations.
In 1998, when the Kunashiri harbor project was contracted out, Shimada Kensetsu allegedly gave Suzuki several million yen in political donations that were never reported.
Sources said prosecutors are looking into whether these donations played a part in Shimada Kensetsu winning the Kunashiri contract.
The March investigation by the Foreign Ministry determined Suzuki first received a briefing on the Kunashiri project from Foreign Ministry and Shien Iinkai (Cooperation Committee) officials on Dec. 11, 1997.
At that time, Suzuki expressed displeasure that a Tokyo firm was selected as a subcontractor for consulting work.
Suzuki told the officials consideration should be given to Hokkaido firms to maintain support in the region for the return of the Northern Territories to Japanese control.
