Seems to me that depends on the situation you are in. If you give a little bit of a break right after the word "phones", and then say "when they cause some accident.", then the "when-they-cause-some-accident" is kind'a like additional information. In that case, just as you mentioned above, 携帯を使うと事故にあう is closer to the original meaning of the sentence. It sounds like ...um....kind of a universal truths, though.
