BRITAIN: Britain is to send a Royal Navy destroyer to the Libyan coast and is drawing up plans to pull out British oil workers stranded in desert camps, Prime Minister David Cameron said on Friday.
BULGARIA: Around 100 Bulgarians living in Benghazi are expected to leave on a Turkish ship which docked in Benghazi on Thursday but has not left because of bad weather. Earlier, 10 Bulgarian citizens were evacuated on a Romanian aircraft.
CANADA: Foreign Minister Lawrence Cannon said on Thursday nearly 200 Canadians had been, or were about to be, evacuated on planes and ships arranged by other nations. He said a C-17 military transport plane with 156 seats was on its way to Italy from Germany and would fly to Tripoli as soon as Libyan authorities gave permission.
CHINA: China has evacuated 12,000, or about one-third, of its citizens, many of them workers for Chinese-run projects, official media said on Friday. Nearly 1,000 Chinese crossed into Tunisia on Wednesday, and a Maltese ship able to carry more than 2,000 people arrived to evacuate Chinese from Benghazi port on Feb. 24. China's Ministry of Commerce has said 75 Chinese companies have operations in Libya, including the state -owned energy giant CNPC, parent company of PetroChina Co Ltd.
CROATIA: Croatia said 28 Croatian workers have left Benghazi on an Italian military ship bound for Malta. A plane from Zagreb landed in Tripoli and Croatian officials were trying to reach the remaining workers at three different sites. There are around 125 Croat workers still in Libya.
GERMANY: Military sources have said Germany is sending three ships to the Libyan coast to help evacuate German citizens. The military is sending a supply vessel "Berlin" and the frigates "Brandenburg" and "Rheinland -Pfalz", with about 600 soldiers aboard. They are currently anchored off Valetta.
GREECE: Greece has evacuated 227 Greeks and Cypriots from Tripoli and Sabha in Libya aboard three C-130 military aircraft. It has also sent two frigates to waters off Libya and the Greek island of Crete.
INDIA: The foreign ministry said it has sent a ship to Benghazi to evacuate at least 1,200 Indians and is seeking permission for its planes to land in Tripoli for other evacuations. There are 18,000 Indians in Libya, mostly in the oil, construction and health sectors.
IRELAND: Ireland is to try again to get a plane back to Tripoli. Irish media said an Irish air force plane returned to Malta from Tripoli with no passengers on board. There are around 70 Irish people in Libya, 54 of them Tripoli.
ITALY: Italy has two ships off Misrata, to evacuate 150 Italians, though heavy seas are hampering entry to port. In southeast Libya, 30 Italians are short of food. Defence Minister Ignazio La Russa said plans had been made to get them out. Italy has already evacuated 800 citizens.
PHILIPPINES: President Benigno Aquino said on Thursday his government was making preparations to repatriate about half of the 26,000 Filipino workers in Libya, most of them working in the medical and oil and gas sectors.
ROMANIA: A plane left Bucharest for Tripoli on Feb. 24 and Romania has asked its citizens in Libya to confirm their plans to leave on an emergency basis. Foreign Minister Teodor Baconschi said there were 450 Romanians in Libya.
SOUTH AFRICA: South Africa said on Thursday it was arranging for a flight to evacuate some embassy staff and 30-40 nationals from Libya.
SOUTH KOREA: A chartered plane carrying about 200 nationals took off from Tripoli on Friday for Cairo and another is scheduled, the Foreign Ministry said. A total of 1,300 South Koreans were in Libya working for construction companies.
SPAIN: A Spanish armed forces plane carrying 124 people evacuated from Tripoli, landed in Madrid on Friday, a Foreign Ministry spokesman said. The evacuees included 40 Spaniards as well as Mexican, British, Canadian and Portuguese nationals. Spain is planning the evacuation of a small number of Spaniards from outside Tripoli, the spokesman said.
SYRIA: Syria has sent vessels to pick up Syrian nationals from different areas in Libya, in addition to continuing its flights to Tripoli. Minister of Transport Yarub Badr said two ships have been sent so far.
TUNISIA: Tunisia had at least 30,000 nationals in Libya. At least 7,000 have been able to leave. Tunisia sent five flights to Libya on Wednesday and two before that. Tunisia has scheduled a ferry to travel to Benghazi.
TURKEY: Libyan authorities declined permission for some 250 Turks to cross the border into Tunisia late on Thursday. Turkey has evacuated 8,360 of its citizens on two ships and 26 planes, the prime minister's office said. It was sending a further 12 planes to Libya on Friday, including eight military aircraft. A military ship with a capacity of 1,500 passengers is expected to set sail on Friday from Benghazi for Marmaris in southwest Turkey. Two ferries with a total capacity of 2,000 passengers were en route for Libya, carrying food supplies and security and health personnel.

Entitled "Freedom Revolution, March 16, Qatar," the page calls on Qataris to hit the streets to demand change."

Among other demands are the exclusion from public affairs of the emir's wife, Sheikha Mouza, and an end to Qatari ties to Israel and the United States, which has a military base in the small Gulf state.

If Muammar al-Qaddafi falls, as seems increasingly likely, he will land with the rending crash of an immense, rigid object, like the statue of Saddam Hussein pulled down in Baghdad's Firdos Square. This is not because, despite his own delusions, Qaddafi mattered to the world remotely as much as Saddam did. In The Dream Palace of the Arabs, Fouad Ajami describes how an older cosmopolitanism, in tension with the West but assimilating its influences, began to give way in the 1950s to both sectarianism and totalitarian designs. Pan-Arabism broke on the shoals of the 1967 fiasco -- even if Qaddafi didn't get the message -- but Palestinian radicalism offered itself as an alternative unifying ideology. Cairo - Arab League Secretary General Amr Moussa on Sunday his intention to run for the presidency of Egypt, state media reported. 'I intend to run for the upcoming presidential elections, and this will be announced at the appropriate time,' Moussa told press conference in Cairo, according to state-run website Egynews.
A seasoned Egyptian diplomat and former foreign minister who has in the past also hinted that he might run for office said the Arab League could have a new chief 'very soon'. Hours after Hosny Mubarak stepped down as president on February 11, Moussa announced his resignation as head of the Arab League since 2001. Moussa, who also served as Egypt's Permanent Representative to the United Nations, is not affiliated with any political party or group. The White House on Monday, Feb. 28, said the U.S. "strongly condemns the Iranian government's organized intimidation campaign…" After a human-rights group reported that two opposition figures had been moved from where they were detained under house arrest to an unknown location, the White House accused the Iranian government in general terms of, "blatant violation of the universal rights of its citizens…" as well as "blocking Internet sites and jamming satellite transmissions."
The disappearance of Iran's two most prominent opposition figures, Mir-Hossein Moussavi and Mehdi Karroubi, was not mentioned in the White House statement. Twenty-nine percent of likely voters would blame Democrats for a government shutdown, compared to 23 percent who would hold Republicans responsible, according to a new poll conducted for The Hill. The results are surprising because most people blamed the GOP for the last government shutdown, which occurred during President Clinton’s first term. A week before the 1995 shuttering, polls showed the public blamed Republicans by a two-to-one-margin.

Advocating democracy and actually building it are two radically different things. Jeane Kirkpatrick's 1979 Commentary article, "Dictatorships and Double Standards," which first brought her to the attention of prospective presidential candidate Ronald Reagan, deftly skewered Jimmy Carter's handling of two earlier regime crises, which may have uneasy parallels with what is transpiring in Egypt. Kirkpatrick's characteristic honesty made famous the argument that pro-Western authoritarian governments had at least the potential for a gradual transformation to democracy, something no repressive communist government had ever done. But Kirkpatrick's thesis was more profound than simply a Cold War polemic; she explained eloquently why proclaiming support for democratic ideals in no way guaranteed implementing them successfully. Her case studies were the Shah's government in Iran and the Somoza dictatorship in Nicaragua, replaced, respectively by ayatollahs in Tehran and Sandinistas in Managua. We thus moved from two authoritarian, pro-US regimes to two even more authoritarian, anti-US regimes, partially thanks to Carter's bungling. The lesson was plain.

In the case of Libya, nearby Italy has suggested that it might allow its military bases to be used to stage the enforcement of a no-fly zone. The U.S. has its own airbase in the country as well. The United States is also positioning an aircraft carrier off the coast of Libya, which a Pentagon spokesman said will "provide flexibility" for future military options. The main obstacle to imposing a no-fly zone on Libya may be political, rather than military: U.N. diplomats say that 15-member Security Council is unlikely to agree to a zone unless there's a dramatic escalation of violence by the Libyan Air Force, and this time, it's unlikely the United States or its allies have the appetite to go it alone.

More fundamental, greater diversity of supply is need. Global energy security is worth subsidising renewable sources of energy, and a new generation of nuclear power stations. It is surely wiser to subsidise nuclear plants in Britain, than dictatorships in the Gulf. At some point over the next few days or weeks the situation in Libya will calm down and oil prices will subside. The worst conclusion would be to assume that, after a few minor disturbances, all is well. The problems and risks facing global oil markets are fundamental, not temporary. Unless we recognise these realities and plan accordingly, instability and price hikes will become all too common, and global growth will be the ultimate loser.

Saudi Arabia’s stock market, the largest and most liquid in the Arab world, tumbled the most since November 2008 amid concerns that the unrest sweeping the region could spread to the world’s largest oil exporter.
