While there is relatively little the U.S. can do to ease Beijing's fears of being swamped with refugees, beyond offering to help with financial assistance, the second fear is easily addressed. Washington can pledge that, if China helps bring down Kim's regime and end North Korea's nuclear-weapons programs, the U.S. would end that security alliance and withdraw all its forces from the peninsula. This would, of course, be conditional on China also agreeing not to deploy any military forces on the peninsula.
Such a concession would do no more reflect the reality that Seoul is already drifting into Beijing's orbit. Trade between South Korea and China is expanding rapidly, and Seoul increasingly sides with Beijing rather than Washington on issues ranging from relations with Japan to the status of Taiwan. That foreign-policy posture is causing complications for Washington, as demonstrated by President Roh Moo Hyun's attempts to downplay the significance of the July 5 missile tests. And the U.S. military presence in South Korea is already in the process of being cut by a third, to 25,000 troops in 2008. Completing the process in the event of a reunified peninsula would help give Washington more room for maneuver, especially as a united Korea could be expected to forge even closer diplomatic and economic ties with China.
That's unlikely to be the only concession Beijing would demand, in return for agreeing to bring down Kim's regime. Chinese leaders have hinted in the past that they would expect U.S. concessions on Taiwan, especially pressure on Taipei to end pro-independence activities and commence talks on reunification, before agreeing to put any significant pressure on Pyongyang. That's a concession Washington can never make, since it's not America's place to dictate to a fellow democracy what policies to adopt.
But a full troop withdrawal and an end to the security alliance with Seoul fall into a very different category. This simply involves relinquishing a waning strategic asset in return for something important. Nor is there any downside to making the offer. The worst that Beijing can do is say no. If, on the other hand, Chinese leaders respond positively then America will have found a cost-free way to prevent the emergence of a volatile nuclear power.

SEOUL, South Korea -- South Korean prosecutors raided the head office of Korea Exchange Bank following the findings of an investigation into Lone Star Funds' 2003 acquisition of the bank, a prosecution official said.
Earlier in June, the Board of Audit and Inspection said its three-month investigation didn't discover any wrongdoing, but said the purchase price was inappropriately low. In 2003, Lone Star bought a 50.5% stake in KEB for about 1.383 trillion won.
The audit agency has questioned a number of current and former government officials in connection with Lone Star's purchase.

Until the "lost decade" of 1990s deflation, Japan seemed to be a rarity, a command economy that worked. But the economy succumbed to the cumulative inefficiencies of government commands. It buckled beneath the "iron triangle" of favors-seeking big businesses, the favors-dispensing Liberal Democratic Party and government bureaucracy. That system produced the ballooning of nonperforming financial assets. Japan's nominal gross domestic product still is less than it was in 1997; America's GDP has increased more than 50 percent since then.
Seoul decided not to send a message to Tokyo, congratulating Japan's Princess Kiko giving birth to the royal family's first male heir on Wednesday, an official at the Ministry of Foreign Affairs and Trade said on Thursday.
``We examined the measure of sending a congratulatory message because it is an event to celebrate,’’ the official told The Korea Times. ``But we decided not to do so.’’
He said there are ``no clear reasons’’ as to why such a decision was made.
The relations between Seoul and Tokyo have been in a lowest ebb due to Japan's claim to South Korea's easternmost islets Dokdo in the East Sea and attempts to glorify its wartime atrocities.
Rather than the confused "speak loudly and carry no stick" policy embraced by the United States of late, a better course would be to move forward immediately with sanctions by those nations willing to impose them.
In addition, nations that have influence over the Tehran regime must make choices: Russia can continue to support Iran diplomatically, economically and militarily (note the ever more sophisticated air defenses Moscow is shipping out), but it must not be allowed to do so without a price. For starters, the US-Russia nuclear cooperation agreement offered up by Secretary of State Condoleezza Rice must come off the table.
Will these steps end Iran's nuclear program? Almost certainly not. However, unlike the feckless diplomatic minuet currently underway, they will signal some seriousness. In addition, as the noose around the regime tightens, it will force Iran's leaders to consider the costs of having nuclear weapons--a fate they have managed to escape thus far. Finally, a harder line from the West may actually buy the right people some time--those inside Iran opposed to the regime and outside Iran trying to shake the mullahs from their perch.
Iran has pursued ruthless oppression at home, terrorism abroad and weapons proliferation, largely with impunity. The time has come to end the free ride.
If those options are unavailable to those most threatened by a nuclear armed Iran (that is, the American people), then the likelihood of war becomes ever greater. It is not wise to force America into a choice between doing nothing and doing everything. SAN FRANCISCO (MarketWatch) -- October crude fell 87 cents to $66.45 a barrel on Friday after touching $66.30, its weakest level since March 27. It's on track to log a loss of around 4% for the week with U.S. inventories deemed adequate to meet demand. Traders also looked to Monday's meeting of key oil producers, though the group isn't expected to make any changes to its oil output quota of 28 million barrels per day. "Weakening economies are the greatest risk to lower prices and without a quota revision, they are ill prepared to deal with it," said James Williams, an economist at WTRG Economics.
Analysts said the appointment of Liu Xiaoming, 50, suggests officials in Beijing are reassessing their relationship with Pyongyang and trying to find a new way to press discussions among China, North Korea and the United States.
"He is young and capable, a new-generation diplomat who is outspoken and sees things with a sharp eye," said Yang Chengxu, a Chinese expert on arms control and a senior research fellow with the China Institute of International Studies. "One of his biggest advantages is his knowledge of the United States."
The choice is unlikely to affect the current deadlock in six-party talks over North Korea's nuclear program, but it shows that China is thinking about its relations with North Korea in a more comprehensive manner, said Shi Yinhong, professor of international relations at People's University in Beijing.
"This comes as China increases the frequency of communication with the U.S. The Diplomatic Affairs Ministry is very cautious in choosing the ambassador, and Liu's experience will be helpful in enhancing the triangle communications among China, North Korea and the U.S.," Shi said.

Russian diplomats believe it is now "highly probable" that North Korea will officially join the nuclear club by carrying out its first underground test of an atomic device. Kim Jong Il, the North Korean leader, is said to have made clear his intention to explode a device during recent talks with Russian and Chinese officials in Pyongyang.
"If North Korea conducts an underground nuclear test, it will face severe punishment," said one Russian diplomat."It would pose a very serious threat to world peace."
He said Kim Jong Il was "irritated" by financial sanctions imposed last year by the US, including the blocking of bank accounts abroad believed to have been used for money laundering and other illegal deals, including arms and drugs trading.

"The key factor to watch from here on is the U.S. economy, and how the slowdown in the housing market cuts into private consumption there," says Yoshimasa Maruyama, an economist for BNP Paribas in Tokyo. "We may already be seeing its effect."
U.S. light crude for October delivery fell 95 cents to $65.30 a barrel in early electronic trade, falling more than a dollar earlier in the session to a fresh five-month low of $65.22. The front month contract lost more than 4 percent last week.
The European Union said Sept. 11 it opposes the Chinese government's decision to give Xinhua news agency the sole power to regulate foreign news service operations. Under the new regulations, published Sept. 10, Xinhua has the right to select the information released by foreign news sources and remove any information that may undermine the country's social stability, economic order or national security.
EU spokesman Johannes Laitenberger said Beijing's announcement Sunday of new measures restricting foreign media access to China's media market was "real cause for concern." Laitenberger said the issue of freedom of expression was discussed during Saturday's EU-China summit in Helsinki, Finland, and that the EU side made clear that "we oppose strongly this sort of restrictive practice." He said the issue would be discussed further at human rights talks between the EU and China in Beijing in October.
He could make the flying visit to Beijing within the following fortnight, said political analyst Takao Toshikawa. "Immediately after being confirmed as prime minister, probably in the first week of October, he will make a one-day trip to Beijing to realise a summit meeting with Hu Jintao," he told the Foreign Correspondents Club of Japan yesterday.
Mr Toshikawa, who is in close contact with the Abe camp, said administrative Vice -Foreign Minister Shotaro Yachi would ask his Chinese counterpart, Dai Bingguo, to organise an invitation for Mr Abe when the pair met on September 22. Mr Dai and Mr Yachi, the Foreign Ministry's top bureaucrat and an Abe ally, have been keeping open the lines between Beijing and Tokyo since communications between Mr Koizumi and China's top leadership broke down irretrievably last October.
Since early this year, Mr Dai and other Chinese diplomats have been telling Japanese officials they want to end the deep-freeze once Mr Koizumi goes - and as long as Mr Abe does not also visit Yasukuni as prime minister. That is another issue he continues to evade. "I will not say," Mr Abe repeated yesterday. "But in any case the visits (by prime ministers) are not official."
The Foreign Ministry also looks to be pursuing a summit with South Korea's Roh Moo-hyun, the other regional leader whose relationship with Japan ruptured over Yasukuni. Vice-Foreign Minister Yasuhisa Shiozaki, another Abe ally, and Mr Yachi have been in Seoul on separate visits in recent days.
"He described Mr Roh very succinctly as a member of the left wing; that describes Mr Abe's view of the South Korean administration," said the analyst, relating a recent conversation.
Oil is now trading at $66.01 after briefly hitting a low on the day all the way down at $64.85.
So what was driving prices lower today? Two main factors were the cause for today's sell off. First, OPEC has stated that it has no intention of cutting back on its current levels of oil production. Secondly tensions between the U.S. and Iran seem to have cooled off a little bit lately.
I think that, should we see oil fall down to test the $60 barrel level, OPEC may change its tune and tighten up the supply a little bit, but for now it looks like oil's pullback is not going to be coming to an end anytime soon. At least, not at the hands of OPEC.
SEOUL, South Korea The United States is moving to impose sanctions on North Korea under a U.N. Security Council resolution adopted following the North's missile launches in July, a senior South Korean official said Tuesday.
However, the U.S. push for sanctions could be affected if North Korea returns to the deadlocked international talks aimed at ending the communist nation's nuclear program, the official, who is deeply involved in the nuclear talks, told The Associated Press. He asked not to be named, citing the sensitivity of the issue.
"The United States will slap sanctions on the North," said the official, adding that Washington has already informed all countries, including South Korea, of how to implement the resolution on the North.
South Korea, which had voiced its opposition to sanctioning its northern neighbor and largely maintained its policy of engagement, will "do what it needs to do," the official said Tuesday, indicating Seoul will join the sanctions.
The comments come a day after top U.S. nuclear negotiator, Christopher Hill, held talks with top South Korean security officials about how to end the nuclear impasse as part of his Asian trip.(後略)

China's state-run news agency, Xinhua, literally means "New China." WSJは、検閲なぞアフォらしく時代遅れだ、と書いていて: We doubt they'll succeed. No self-respecting foreign news agency will allow the Chinese government to read an article before it's published on the mainland. For financial newswires that provide real-time pricing and market information -- such as the one owned by this newspaper's parent company, Dow Jones -- censorship would be literally impossible.
Chinese banks, brokers, insurers and traders -- the bulk of which get their information from foreign news companies -- also won't appreciate seeing markets move against them because they received their information late.
The real story here, then, may be Xinhua's ambitions. According to Sunday's document, "foreign news agencies" will no longer have the right to sell news directly to their customers. They'll have to ply their wares through a Chinese "agent," which presumably will require a few yuan for its trouble. The Journal reported yesterday that this "agent" will be the China Economic Information Service, which, no surprise, is appointed by Xinhua.
As recently as 1996, Xinhua tried unsuccessfully to push through censorship rules on foreign news organizations. It also tried to bar government institutions from buying news products directly from foreigners, and to fix subscription prices. After a pitched battle, Dow Jones, Reuters and other news organizations agreed to register with Xinhua on an annual basis. But they refused to submit to censorship, price setting, or government middlemen who'd take a cut of their profits.
Xinhua is the Communist Party's mouthpiece, a symbol of what China really is. The reformers among Beijing's elites need to explain to their colleagues that returning to old habits of censorship won't protect their future.

U.S. light crude for October delivery fell $1.22 to $64.39 a barrel by 1807 GMT, the lowest level since March 28 and the longest losing streak in nearly three years. London Brent crude eased $1.10 to $63.45.

Stephen Roach, thank you very much for talking to Lateline Business. If we look at the recent falls in commodity prices, is this the sound of the bubble bursting?
STEPHEN ROACH: Well we'll never really know if this is when the bell goes off, but there are a number of factors that make me reasonably convinced that the big moves in this commodity run up are behind us. I would point to, really, three developments: One, the bursting of the US property bubble. This will take a toll on the American consumer, which is the world's dominant consumer. That means lower demand for lots of goods produced around the world that have a high commodity content.
Two, the overheating of the Chinese economy. The Chinese economy is growing too fast for its own good. The Government has taken some actions that are aimed at slowing it, I think they'll take more actions as we move through the year. China is the biggest source of incremental demand for commodities around the world, and a slowing there would have a major impact.
Finally the financial factors: Investors have turned commodities into an asset class. Once they do that, the speculative aspects of these markets take on a life on their own, and they've done that and they're now unwinding.
STEPHEN ROACH: Look, anything is possible on a day to day basis. I think the underlying demand for what have been scarce supply commodities, including oil, will continue to push prices higher than otherwise might be the case. We would be wrong to underestimate the impact of Ned Lamont’s primary victory over Joe Lieberman on Hillary Clinton’s presidential candidacy. MR. MCCORMACK: No, I checked with Chris on this. And somewhere along the line there was a garble there. He took this trip, didn't try to contact the North Koreans. I think what he did was -- and you can see that his public statements all along the way on his trip saying that he'd be willing to have as many meetings as the North Koreans could take in the context of the six-party talks. But if they would only -- if they would only come back to those talks. But, you know, they simply have refused to do so. So his bags are packed. He would be ready to bring along with him as many shirts as he needs, stay as long as he would need to stay and have as many meetings with the North Korean representatives in that six-party context as they could stand.
The United States said Wednesday it is having diplomatic contacts on possible new sanctions against North Korea, under the U.N. resolution approved in July after Pyongyang's volley of missile tests. China said this week new sanctions may be counter-productive.
The Bush administration confirms it is having North Korea sanctions talks with other countries despite warnings from China and some U.S. analysts that new sanctions could back-fire.
The measure also called on U.N. member states to act to prevent the transfer to North Korea of missiles or related items or the transfer of financial resources that could assist its missile and weapons of mass destruction programs.
"We are certainly having discussions about how to implement that resolution," said Sean McCormack. It is troubling to those of my generation to learn that the Yushukan (YOU-SHOE-CON) Museum in Tokyo is teaching younger generations of Japanese that the Second World War in Asia was launched by Tokyo to free the peoples of Asia and the Pacific from the yoke of Western imperialism.
Well, I have just visited Korea, the Philippines, Singapore, and the Solomon Islands. And I can tell you that, while some spoke frankly of bitter 10 experiences remembered during the Japanese occupation, not one person in any of these countries told any member of our delegation that they fondly remembered the Imperial Japanese Army as liberators. The history being taught at this museum is not based on the facts, and it should be corrected. We face immense challenges ahead in the Asia/Pacific region. When the story of this new century is finally recorded, the Middle East will not likely take center stage in the history books, despite our present, necessary focus on this region.
The history of the Twenty-First Century will likely be written mainly in China, India, Japan, and a unified Korea. The stakes in 11 East Asia, thus, are great. The unity of our friends in the region, therefore, is essential.
