explain about the process of how access restriction starts to

If Jim-san's concerns are gone, leave all power to him/her, and report arashi as admin authorized person.
Preferably, we would like Jim-san to write 「おねがいします」on "imohori thread" (*)
3)Arashi Reporting Team,
Taking this incident, create Admin direct "arashi reporting team", and
if Jim-san looks sees arashi in need of report, he can report to the team as well.
The team leader, considering the hard work and experiences, would be Sakumajyo-san,
and with or without the CAP, who ever that are willing to do the task.
There will be usrs or arashi reporting in, and amount of tasks I believe will rise.
If this happens, current restriction of p2 has a high chance of resolving as well. Hopefully

Create arashi reporting thread and report -> Request examination/judging thread ->
If and when examiner is ok, go to "imohori thread" and say "please" ->
Restriction person completes the task.
Deleter's reporting route is...
Create arashi reporting thread and report -> say "please delete" on "imohori thread" ->
Restriction person restricts.
If admin is reporting, it will be equivalent to "Deleter's reporting route".
