I think judging from the context, he/she have written something like 被害者に対する気持ちが全然足りない(not very good Japanese, too, though) or 被害者の気持ちを全く考えていない. Anway 加害者 isn't nice, sesitive or is bad cruel enoght to understand 被害者's feelings. 加害者 can't put him/herself in 被害者's shoes because of lack of imagination or something, too.

Well, "May I put this in the fridge?" is perfectly fine. It's just very polite. So it depends on who you're talking to. If you're talking to a friend, someone your age or younger, etc., using "may" will get you laughed at.
Also, if it's a 許可 kind of thing, I'm gonna change my translation a bit. Either "Can I put/pop this in the fridge?" or "Is it okay if I put/pop this in the fridge?" (pop is much more casual than put)
To answer your question, I don't agree at all with your homestay people. The オカシイ part about "Can I..." is that it can also be taken to mean you're asking if you have the physical ability to do whatever the action is. So "Can I open the fridge?" can literally mean, "Do I have the ability to open the fridge?" So it can sound funny. But we say "Can I..." all the time, it's not weird at all.
Sometimes when I say it, or when one of my friends says it, one of us will put in a ツッコミ. Like:
A: Hey, can I open the fridge? B: I don't know, can you?
So they're making fun of the fact that it sounds like you're asking if you have the ability. But what you mean is clear, and like I said, we say "Can I..." all the time.
