Do young people normally have kilts in Scottland these days? Because in Japan, not many people have Kimonos, maybe a couple at most, unless they are into flower arragement, tea ceremonies, and other traditional culrtural exercises.

I once met a Korean who told me that Japanese have very bad English accents. I found that funny because his accent was pretty bad and it was hard for me to understand him.

I don't know enough to say anything about this Koreans vs Japanese which people is better at pronouncing English controvercy. But the one thing I'm pretty much sure about is they both suck, of course, in general. It's exactly like the which of these acorn is taller situation.
