【社会】外国人実習生10年で8倍…低賃金労働の担い手に

　外国人研修・技能実習制度を利用し、１年間の研修を受けた後に２年間の技能実習に移行した外国人が
０７年、過去最多の５万３９９９人に上り、１０年間で８倍以上に増えたことが法務省の調査で分かった。
実習生を巡っては最低賃金以下での労働などが問題化している。同時期に不法滞在者は半減しており、
専門家は「低賃金労働の担い手が不法滞在者から技能実習生に移っている」と指摘している。

　同制度は発展途上国への技術移転を目的に９３年から実施。受け入れ先は中小企業が多く、
最近は農家も増えている。本来は就労が認められない研修生が働かされたり、
労働法令の適用を受ける技能実習生が最低賃金以下で働かされるなどの問題が表面化している。

　法務省入国管理局によると、実習生への移行者数は、９３年に１６０人だったのが９７年に６３３９人、
０７年には５万３９９９人に増えた。また研修生の入国者数も、０７年は１０万２０１８人で１０年前から倍増した。
一方、不法滞在者は同制度が始まった９３年の２９万８６４６人をピークに、今年１月現在で１４万９７８５人と半減。

　外国人労働者問題に取り組む非政府組織（ＮＧＯ）「移住労働者と連帯する全国ネットワーク」の
鳥井一平事務局長は「不法滞在者と技能実習生が働く業種は重なり、入れ替えが進んだ。
ゆがんだ制度で、見直しが急務だ」と話している。【秋山信一】
