Japan’s growing affluence also brought demands that it spread its wealth to other countries.
For example, in 1990 one African nationalist leader, Nelson Mandela,
stated bluntly that Japan’s financial aid to African countries trying to overcome poverty was insignificant.

And that same year, when Iraq invaded its tiny neighbor Kuwait,
the United States called upon Japan to help force Iraq out of Kuwait.
After considerable debate, Japan responded with financial help to countries affected by the conflict.
However, Japan did not send troops, in part because of Article Nine of its constitution. Referring to World War II,
one member of Parliament said, “After that experience, we should never again aim a gun at foreign peoples?even the people of Iraq.”
