I wonder why so many Japanese people don't speak English. We study English at least for 3 years, if we finish Junior High. Can anybody answer my question?

I don't think Japanese have to speak English. From Meiji period this kind of strange thoughts have been mentioned, but actually we don't need it except for only a part. Besides, now we have many useful help to use English.
Conclusion; We don't need to do English. Thats for only people who want to do.

We call such English as #64 just wrote broken English. You need to put "who" before "say" regarding the first sentense, and additionally, the second sentence regarding the place of especially is grammatically incorrect. "Japanese" should be followed by "especially.'
