原文見れば一目瞭然。レジストリのKeyboardSpeedは「repeat rate」を決定するセクションであってキーの反応速度を上げるための項目ではない。
Determines the rate at which a character repeats when a keyboard key is held down.
The values 0 (slowest repeat rate; approximately 2 characters per second) through 31
(fastest repeat rate; approximately 30 characters per second) correspond to the 31 increments on the Repeat rate scale in Keyboard in Control Panel.

値が0(最も遅い繰り返し速度；ほぼ、一秒間に2文字)から31（最も速い繰り返し速度;ほぼ一秒間に30文字）
コントロールパネル内のキーボードの中の、繰り返し速度目盛りの31(段階)増大量に相当する
てことで、そもそも32以上にしたからと言って何らかの効果があるのか怪しい。rangeが0-31が最大値って規定されてるようだから。
