The military exercise was a double-edged sword. Although the CCP wants to ally with Russia to frighten the US, Japan, and Taiwan, the PLA performed so poorly in the drill that it may ruin the CCP's entire plan. Every participant got an extremely generous reward from China from Russia's Defence Minister, Sergei Ivanov, to the private soldiers in the exercise. The reward was far more than that of other joint exercises or international peacekeeping activities. Meanwhile, every drop of oil and every bullet was put on the Chinese people's tab.
