Clearly, there are many common interests and opportunities for cooperation. But some say
America's commitment to democracy will preclude long-term cooperation with China. Let me
suggest why this need not be so.

Freedom lies at the heart of what America is... as a nation, we stand for what President
Bush calls the non-negotiable demands of human dignity. As I have seen over the 25 years
since I lived in Hong Kong, Asians have also pressed for more freedom and built many more
democracies. Indeed, President Hu and Premier Wen are talking about the importance of China
strengthening the rule of law and developing democratic institutions.
