テロ阻止の「令状なき通信傍受」米連邦地裁で違憲判決

米ミシガン州の連邦地裁は１７日、ブッシュ政権がテロ阻止のため実施している
「令状なき通信傍受」について、「憲法が定める言論の自由や不合理な捜索からの保護、
大統領権限の制限規定に反する」として違憲判決を下した。

　政府は、「傍受の合法性を確信している」（ゴンザレス司法長官）として即時控訴した。

　「令状なき通信傍受」は、ブッシュ大統領が２００１年の同時テロ後に指示したもので、
情報機関の国家安全保障局（ＮＳＡ）が、少なくとも一方が国際テロリスト関係者と
見られる通話や電子メールを裁判所の令状を取らずに傍受している。

　外国諜報（ちょうほう）監視法（ＦＩＳＡ）は、米国内にいる人物の通信傍受に当たり
専用の法廷で承認を受けるよう明記しており、市民団体が訴訟を起こしていた。

One Third of Americans Suspect Federal Officials Involved in 9/11（2006/8/4）

According to a new Scripps Howard/Ohio University poll, more than a third of
the American public suspects that federal officials assisted in the 9/11 attacks
or took no action to stop them so that the United States could go to war in
the Middle East. Thirty-six percent of poll respondents said it is “very likely”
or “somewhat likely” that federal officials either participated in the attacks
on the World Trade Center and the Pentagon or took no action to stop them “because
they wanted the United States to go to war in the Middle East.” The poll also found
that 16 percent of Americans speculate that secretly planted explosives, not airliners,
were the reason the twin towers of the World Trade Center collapsed.
