Japan’s defence policy is changing. Power shifts in Asia have finally encouraged
Tokyo to haul it out of the cold war deep freeze.
A mere 19 years after the Soviet Union’s collapse, Japan is rebalancing its military
forces. Under new defence policy guidelines expected this week, these will no longer
be concentrated primarily in the northern islands, geared up for armoured conflict
against a now non-existent Soviet invader. Instead, they will be re-equipped and
positioned in the south. Tanks may ultimately give way to anti-ship missiles on island
bases, new submarines and fighter jets. Their purpose: to deter a maritime foe from over
the western horizon.
