Between March 21, 2003, when the first military death was recorded in Iraq, and March 31, 2006, there were 2,321 deaths among American troops in Iraq. Seventy-nine percent were a result of action by hostile forces. Troops spent a total of 592,002 "person-years" in Iraq during this period. The ratio of deaths to person-years, .00392, or 3.92 deaths per 1,000 person-years, is the death rate of military personnel in Iraq. How does this rate compare with that in other groups? One meaningful comparison is to the civilian population of the United States. That rate was 8.42 per 1,000 in 2003, more than twice that for military personnel in Iraq. The comparison is imperfect, of course, because a much higher fraction of the American population is elderly and subject to higher death rates from degenerative diseases. The death rate for U.S. men ages 18 to 39 in 2003 was 1.53 per 1,000 -- 39 percent of that of troops in Iraq. But one can also find something equivalent to combat conditions on home soil. The death rate for African American men ages 20 to 34 in Philadelphia was 4.37 per 1,000 in 2002, 11 percent higher than among troops in Iraq. Slightly more than half the Philadelphia deaths were homicides.

This matters to Americans because East Asia -- its share of global gross domestic product now more than 20 percent, is projected to be 27 percent by 2020 -- matters. And because rising China and demented North Korea complicate regional security. And because the list of economically formidable nations that are without virulent anti-Americanism and are eager to collaborate with America is short. The list is: Japan.
Jim Phillips, Middle East expert at the Heritage Foundation, a conservative think- tank, agrees that Iran is prone to overestimate its power in seeking a nuclear deterrent against the US and Israel. But he maintains that Israel is most likely to strike Iran first, given that Iran is "already at war" with the Jewish state through its proxies. "If I had to guess, I'd say a [preemptive Israeli attack] is probable," Phillips told Asia Times Online. "Iran does seem to be taking a lot of risks [it] could live to regret."
Too Soon As time goes on and the BOJ's belief that inflation is a risk proves wrong, a central bank that already has little credibility will have even less. Somehow, markets have given the BOJ a pass because both of its major policy steps this year -- in March and July -- were leaked to the media. The central bank won't receive a pass for again getting in the way of Japan's recovery.
Clearly, the 3.4 percent increase in producer prices in both June and July gave bond traders reason for pause. It raised questions about whether companies will begin passing on rising costs to consumers.
So far, though, that's not happening broadly. It's also worth noting that the gross -domestic-product deflator, a broad measure of prices used to derive real growth from nominal growth, fell 0.8 percent in the second quarter from a year earlier. While it was the smallest decline since 2004, it's still declining.
In any economy, a central bank's role is to look far into the future and head off trends that might undermine growth. Sadly, Japan's has a knack of doing more harm than good.

CARACAS, Venezuela -- China will invest around $5 billion in energy projects in Venezuela by 2012 as part of a plan to boost Venezuela's oil output, Oil Minister Rafael Ramirez told state television.
There are signs that the probe could drag on for some time. The team of central -government investigators -- which the Xinhua report put at more than 100 -- has effectively taken over the Hengshan Moller Villa Hotel. The pension-fund affair comes on the heels of other recent Shanghai scandals. Three years ago, the city was rocked by a probe that saw central-government auditors descend from Beijing to investigate developer Zhou Zhengyi. He was later sentenced to three years in prison, but the affair also landed a top Bank of China Ltd. official in jail for life and jolted Chinese financial markets. It also evolved into a human -rights cause, after a lawyer known for challenging Mr. Zhou's businesses practices got an even longer jail sentence.
Whatever happens in the short term, even the concept of establishing a bankruptcy law is another step toward a market economy. The purpose of the bankruptcy mechanism is to establish some equity between various creditors so that entrepreneurs can try again if they fail. As healthy as China's economic engine has been in recent years, there could be a lot of failures down the road when the times aren't so good. The new law should help to cushion the blows.

The real test will be how Mr. Abe deals with Beijing, which is distinctly nervous at the idea of his premiership. It shouldn't be. Mr. Abe, a savvy politician, is likely to adopt a nuanced approach to China, the region's military heavyweight and Japan's second-largest trading partner. Thus, while Mr. Abe has publicly supported visits to the Yasukuni shrine, privately he's implied that he may postpone the visit if it helps ease diplomatic tension with China. Still, it's clear that Mr. Abe instinctively understands that no apology or abstention from shrine visits will pacify Beijing, which uses the occasions as a crude tool to whip up nationalist, anti-Japanese passions at home -- hence the calls for a more robust defense.
Mr. Abe will also have to fend off increasingly loud calls to moderate Mr. Koizumi's domestic initiatives. The biggest domestic campaign issue, income inequality, is indicative of how far the tenor of the political debate has shifted. Here, Mr. Abe shows worrying tendencies to pander to populism, hinting that he might redistribute income to rural areas. He may also raise Japan's consumption tax, a move Mr. Koizumi strongly resisted.
Japan isn't going to fall off the rails in the short term if its new leader gives into a few populist causes; it may simply slip into muddling backroom politics and ho-hum economic growth. But given the neighborhood it's in, Mr. Abe can't afford to take that chance. With Pyongyang threatening and Beijing looming, he'll need a strong economy to help fashion a strong defense. Doing so will not only consolidate Mr. Koizumi's impressive legacy, but will help Mr. Abe shape a worthy one of his own.

Perhaps it is a measure of how important this war is by how many on the otherside are willing to commit suicide to win it? No I am not talking only of those madmen and women who strap explosives or planes in a suicidal embrace to murder us in the thousands. I am talking of the major organizations who have committed virtual suicide to try and win this war for the likes of Al Qaeda, Hezb’alla, Hamas, Islamic Jihad, Muslim Brotherhood and the rest of the freaks arrayed against us. Witness New York Times, Reuters, and the Red Cross all throwing their credibility away in a blind rush to, in some cases appease, in other cases to join forces with those who would enslave them all. At a minimum, there appears to be a serious question of disloyalty here. By keeping silent, Messrs. Powell and Armitage let the President take political heat for the case, while also letting Mr. Rove, Mr. Libby and other White House officials twist in the wind for more than two years. We also know that it was the folks in Mr. Powell's shop -- including his former chief of staff Lawrence Wilkerson and intelligence officer Carl Ford Jr. -- who did so much to trash John Bolton's nomination to be Ambassador to the U.N. in 2005. The State Department clique that Mr. Bush tolerated for so long did tremendous damage to his Administration.

With oil prices around $70 a barrel, oil-producing nations from Algeria to Venezuela are looking to cash in and wrest more benefits and control from multinationals in a strategy dubbed resource nationalism.
Venezuelan President Hugo Chavez, who delights in baiting the United States and pillorying Western capitalism, is a vocal advocate of this trend and Venezuela's deputy foreign minister Reinaldo Bolivar held talks with Deby on Friday.
Bolivar said he had discussed oil cooperation.
In early August, Deby broke Chad's ties with Taiwan and established relations with China, and analysts believe he may be hoping to obtain oil investment from Chinese companies.

The most significant aspect about the ongoing nuclear standoff is that Bush has allowed Kim Jong-il to earn North Korea the most coveted membership of the elite nuclear club.
Since his country is now a member of the nuclear club, Kim has lost any appetite for talks with the US. His interest is in how to settle the long-standing scores of the Korean people with the US.

The Reuters armoured van would only be armoured to threat level IV which would consist of 8mm of High Hard 4140 Steel armouring on the roof which you can see in the picture as peeled open somewhat. History's treatment of Mr. Bush is likely to be about the same: He didn't flinch.

Mr. Wilson chose to go public with an explosive charge, claiming -- falsely, as it turned out -- that he had debunked reports of Iraqi uranium-shopping in Niger and that his report had circulated to senior administration officials.
He ought to have expected that both those officials and journalists such as Mr. Novak would ask why a retired ambassador would have been sent on such a mission and that the answer would point to his wife. He diverted responsibility from himself and his false charges by claiming that President Bush's closest aides had engaged in an illegal conspiracy. This is a momentous morning. The Washington Post has written a remarkably honest editorial about the Valerie Plame Affair: ・・・・ ・・・・ The left was in a rush to reclaim its lost idealism (the "it's about oil" nonsense was but an obvious example of this), to preserve its disintegrating sense of self. Of course the big loser in all this is the truth. Sure Bush made a bunch of mistakes (who wouldn't?) but it should be obvious to anyone that we are at the earliest stages of a very long war. Nevertheless, a culture of media corruption set in almost instantly that ended up creating absurdities like the Plame Affair. We are lucky this one got unmasked. We will also be lucky if the conclusions drawn in the WaPo editorial stick for that publication at least. We shall see.
A target missile launched from Kodiak, Alaska was hit by an interceptor launched from Vandenberg Air Force Base in central California, the first intercept of a mock warhead since Oct. 2002. Interceptor rockets failed to leave their silos during test attempts in December 2004 and February 2005.
"This was about as close as we can come to an end-to-end test of our long-range missile defense system," Air Force Lt. Gen. Henry Obering, head of the Pentagon's Missile Defense Agency, told a Pentagon briefing.
"What we saw today was a very realistic trajectory for the threat, for the target, and a very realistic intercept altitude and intercept speeds," Obering said.

The media--especially the Washington Post and New York Times--relied heavily on Wilson's reckless and unfounded charges to wage journalistic jihad against the White House and Bush political adviser Karl Rove. Reporters and columnists, based on little more than Joe Wilson's harrumphing, bought the line that the White House "leaked" Plame's name to discredit her husband. In an editorial last January, the New York Times said the issue in the case "was whether the White House was using this information in an attempt to silence Mrs. Wilson's husband, a critic of the Iraq invasion, and in doing so violated a federal law against unmasking a covert operative." The paper's answer was yes.
The fascination in Washington with the idea of a White House conspiracy to ruin Plame's career and punish Wilson never made sense. If there had been one, it had to be the most passive conspiracy in history. The suspected mastermind was Rove, the Bush political adviser. But all Rove did was to acknowledge off-handedly to two reporters that he'd heard that Wilson's wife, whose name he didn't know, was a CIA employee. And the two reporters were more likely to agree with Wilson about the war in Iraq than with the Bush administration. The conspiracy charge, the Post rightly concluded, was "untrue."

FRIENDS of Hillary Clinton have been whispering the unthinkable. Despite her status as the runaway frontrunner for the 2008 Democratic nomination for president, some of her closest advisers say she might opt out of the White House race and seek to lead her party in the Senate.
A recent poll for Time magazine showed that 53% of the electorate said they had a favourable impression of Clinton and only 44% viewed her negatively, figures that President George W Bush can only dream of at the moment. Even so, 53% of independent voters said they would not vote for her.
“The prospect of a Hillary for President campaign has put much of the Democratic establishment in a bind,” Time concluded. “The early line is that Hillary would be unstoppable in a Democratic primary but unelectable in a general election.”
Her final decision is likely to be made next spring. One close friend of the Clintons said: “There is no way she won’t run for president.” According to a member of “Hillaryland”, her close-knit inner-circle, she would be letting herself and her supporters down if she declined to take a shot at the White House.
Others are not so sure. If she balks at the presidency, “she can win a huge amount of goodwill by donating her money to colleagues in the Senate,” another associate said.

Hillary has shown herself particularly vulnerable to using present CW as her political compass. She could have run in '04, but took herself out of contention by mid-2003 because Bush looked like such a political behemoth at that point and the CW was she had a better chance waiting for '08. That decision left the field open to the political light-weights like Kerry, Dean and Edwards who were in the final running during the '04 primary season. Had Hillary run last go around, she would have probably won the nomination and would have had a better chance at beating Bush than Kerry did (which as we should remember was pretty good, as the 51-49 result shows).
