To back up that statement, he compares this decade with the 1950s, the most comparable period he could find, as Japan and Europe rebuilt after World War II. He assumes a rate of growth in the price of copper of 5.1% a year, far more generous than the 2.8% average of the 1990s, to reflect the emergence of India and China on the world economic stage. And he concludes that copper will still shift to surplus sometime in the next two years.
"I can see (a) where we are now, and I can see (c) where we are going," he says. "I just can't be sure of (b) when we get there -- and with how much volatility."

MCCORMACK: Well, I've seen those news reports, but certainly, because of the closed nature of North Korea, I think that you might reasonably assume that whatever one might know about such activities or whether or not they're taking place would be based on intelligence information. The German engineering companies Siemens and ThyssenKrupp will supply technology to China for a second magnetic-levitation train - a ?4.3 billion high-speed link between Shanghai and the nearby city of Hangzhou - state media reported Tuesday.

Defying the drag of sinking global stock markets, China proved it is still hot. Bank of China Ltd., the country's second-largest bank by assets, set the price on its initial public offering near the top end of its price range, raising $9.72 billion in China's biggest IPO, according to a person familiar with the deal. If an overallotment option is exercised, the share sale would be valued at $11.2 billion, the world's largest in six years.
The bank priced the shares at 2.95 Hong Kong dollars (38 U.S. cents) each, below the HK$3.00 top of the expected price range. It is selling 25.57 billion shares, or 10.5% of its expanded share capital.
Hong Kong retail, or individual, investors put in orders for about 76 times the number of shares being offered, triggering a clause that expands the shares available to the retail market for the offering to 10% from 5%, according to the person. Institutional investors demanded 20 times as many shares as were available, underscoring investor appetite for access to China's expansion.
Chinese banks are expected to raise about $25 billion selling shares to investors this year, including a more than US$10 billion offering by the country's biggest bank by assets, Industrial & Commercial Bank of China.
The success of Bank of China's offering comes despite difficult market conditions amid global anxiety about the impact inflation could have on the U.S. economy. Days after Bank of China began a two-week global-marketing trip, Hong Kong's benchmark index had its biggest daily drop in about two years. By the end of that week, the market had sunk 3.5%. The credibility of which has yet to be determined. Given the upcoming Memorial Day holiday, we advise American citizens to exercise caution and report any suspicious activities to authorities.
I don't have any other details that I can offer you in public about these threats. Our Embassy, when they -- our Embassy or our State Department Diplomatic Security personnel, when they receive these kind of threats, they assess them. The leadership of the Embassy assesses the information. They take what steps they think are required based on the kind of threat it is. In this case, they decided that they needed to at least alert Americans in Japan, that there were these non-specific threats against American facilities. I understand that our Embassy was open for operations today and that we're in contact with Japanese officials on it. If so, should China's domestic political system and its military modernization cause such alarm? Such suspicions seem to be deepening. As Zoellick put it, "Many countries hope China will pursue a 'peaceful rise', but none will bet their future on it."
To sum up, the concept of "stakeholder" provides a positive first step for a new conceptual framework for US-China relations. But this new framework is still just a skeleton. The two nations have a long way to go before they can declare that they have found a way to co-exist peacefully and cooperatively in the 21st century.
For the first time, a Navy ship at sea successfully shot down a long-range missile in its final seconds of flight, the military said Wednesday.
The test was seen as an important step toward giving ships the ability to shoot down weapons as they are about to hit their targets. Until now, the Standard Missile 2 was only launched from ships to intercept a long-range missile in the early or middle stage of flight.
The Navy already can shoot down a missile in its final stage with a Patriot Advanced Capability 3, or PAC-3, missile launched from land.
The experiment with the SM-2 could broaden a warship's capability, said Rear Adm. Barry McCullough, director of surface warfare on the staff of the chief of naval operations.
"We had some discussion about the fact that we need to get going on this and that it is not helpful the DPRK has continued to boycott the talks," Hill told reporters, referring to North Korea by the initials for its official name, the Democratic People's Republic of Korea.

China has already changed Asia's balance of power. It is past time for America to get serious about deterring the potentially worst sorts of Chinese behavior and to provide allies in the region with reason for renewed confidence in the U.S. security umbrella. Unfortunately, we are only just beginning to grapple with this daunting strategic task.
The Bush administration has taken some concrete action toward these ends. An upgraded alliance with Japan will improve our deterrent posture. The opening of a strategic relationship with India reflects in part an American desire to ensure that China does not gain hegemony over South or Central Asia. An increase in the size of the U.S. Navy's attack submarine fleet in Guam also brings more American capability into the Pacific. A nascent defense relationship with Vietnam may over time provide the American military with what it needs most in Asia -- more bases.
But our China policy leaves us a day late and a dollar short when it comes to the challenge posed by the speed of Beijing's military buildup. We still have restrictions on relations with Taiwan dating to the Carter era that make the island more difficult to defend.
But as the Pentagon report says, China has been less than cooperative on those supposed common interests: denuclearizing North Korea and Iran, for example. A policy seeking to shape China into a responsible global actor works only if you are willing to recognize when it is not working. That time may be fast approaching.

Even more imaginatively, a company in Dandong, a Chinese city just across the Yalu River from North Korea, acquired the exclusive rights to sell North Korean medicines on the international market - including a brand called Cheongchun No 1, a home-made version of Viagra.

But customs in Hong Kong, where the ship stopped on its way to Bangkok, acted on a tip-off from the Japanese, seized the devices and returned them to Japan.
The White House is laying on a lavish welcome for Junichiro Koizumi when the Japanese premier pays his farewell visit to the US - only two months after the Chinese president was pointedly denied the full trappings of a state visit to the capital. During his visit to Washington Mr Koizumi will enjoy a ceremonial dinner with President George W. Bush, an honour not afforded President Hu Jintao of China.
As a prime minister, Mr Koizumi cannot be granted a "state" visit but Mr Bush has found a novel way to thank him for his support. The premier will not merely be seeing the president but will be going to the home of the king - a visit to Graceland, the home of Elvis Presley. Mr Koizumi is such a fan of Elvis that in 2001 a record label in Japan launched a CD called Junichiro Koizumi Presents: My Favourite Elvis Songs.
The report showed corporate profits after taxes climbed 8.8% to $1.155 trillion January through March from the last three months of 2005. Profits increased 13.8% in the fourth quarter. Year-to-year, profits climbed 24.8% since the first quarter of 2005. Raised projections on inventory building and exports were behind the upward revision to GDP, which is a measure of all goods and services produced in the economy.

The problem with meeting these targets is simple: the necessary technologies don’t exist. At best, Kyoto would mean spending a lot of money to accomplish very little. Kyoto-style targets may promote modest reductions in emissions today but they aren’t going to produce the research needed for fundamental technological breakthroughs that could slash overall global emissions. Short-term, modest targets aren’t incentives for ambitious long-term research.

Bloomberg: Immigrants need DNA ID card NEW YORK, May 25 (UPI) -- New York Mayor Michael Bloomberg called for fraud-proof ID cards for immigrants containing fingerprints and strands of DNA to help weed out illegal workers.
Bloomberg made the remarks Wednesday on CNN and Fox News and in a Wall Street Journal article, and criticized immigration reform measures being debated in Congress, saying much of it would be unnecessary if the laws that are already on the books were enforced.
"You have to wonder what world Congress is living in," he said on CNN. "Talk to any mayor who has to enforce the law and you'll find that none of these things are remotely possible."
He acknowledged concerns of the "Big Brother" mentality of implementing such forms of identification, but said technology required a radical new approach.
"Everybody's got a PC on their desk with Photoshop that can replicate anything," Bloomberg said.
North Korea and Iran, both locked in nuclear standoffs with the United States, have celebrated their mutual friendship.
According to the North Korean Central News Agency, the two nations that established diplomatic ties in 1973 celebrated their opposition to the "global dominators," which has made their relationship stronger.
The two countries, denounced by the US as part of an "axis of evil," marked their "friendship week" with various events in Tehran.

The International Monetary Fund this week added its imprimatur to the verdict of the markets, applauding Japan's economic recovery and proclaiming the "lost decade of deflation" to be at an end. Despite high oil prices and rising global interest rates, it forecast growth of 2.75 per cent this year and 2 per cent next, underpinned by robust corporate profits and domestic demand.
The evidence on which those expectations are based is still circumstantial. That they have gained credence, however, is a measure of the uncertainty surrounding the BoJ's intentions. Although it has tried to improve external communications, the signals it sends are often confusing. Furthermore, it unsettled the market in March by ending its ultra-loose monetary policy earlier than expected.
The hawkish tone of last month's semi-annual BoJ outlook has added to suspicions that it wants to raise interest rates sooner rather than later. The outlook emphasises that maintaining zero interest rates risks creating excessive demand and fuelling wage and price inflation. BoJ officials have also expressed concern about over-investment and property bubbles.
Such fears seem misplaced. Consumer prices are rising at an annual rate of 0.5 per cent, while the domestic demand deflator has just emerged from negative territory. There are few signs of capacity shortages and property price rises are limited to a few cities. Nationwide, prices are still falling.
The most plausible explanations of BoJ thinking are that it is eager to regain control of monetary policy and, inexplicably, to hold inflation at the very bottom of its 0-2 per cent target range. Neither reason justifies a precipitate rise in interest rates. As the IMF argues, a relapse into deflation remains a bigger risk than a bout of rapid inflation, a phenomenon last seen in Japan 30 years ago.
It is also uncertain that the BoJ would have the institutional flexibility to reverse interest rate rises if the economy deteriorated. It has an unfortunate record of doggedly pursuing ill-judged policies, rather than admitting mistakes. That is another reason why it should avoid rushing into actions that could imperil the recovery. There is no need to take away the punchbowl when the party has barely started.

But the parliamentary debate also touches on a larger issue. In Japan today, patriotism is often associated with the militaristic behavior that led the country into World War II. Even national symbols can provoke conflicted emotions. A survey of Japanese high-school students last year found that only 13% feel pride when they see the national flag, compared with 55% of American students and 50% of Chinese students, according to an article in Japan Institute of International Affairs Commentary.
Japan's postwar constitution prevents it from having full military capabilities. But Mr. Koizumi wants to rewrite the constitution, and voter attitudes are changing, thanks to threats from neighborhood bully North Korea and China's military buildup. More Japanese seem ready to become a "normal" nation, with full military capabilities.

DILI, East Timor -- East Timor's capital descended into chaos Saturday as rival gangs set houses on fire and attacked each other with machetes and spears, defying international peacekeepers patrolling in armed vehicles and combat helicopters.
