レポートで、内容は非常にフェアだぞ。

「日本は一流国であり続ける素質が十分にある、しかし問題は日本自身にその意思があるかどうかだ」

full potential, it is essential for Japan to confront the historical issues that continue to complicate
relations with ROK."とは言っているものの、続く文で、
