マケインとFEC(連邦選挙管理委員会)の選挙資金規制関連の報道内容がいまいち
良くわからんので、誰か解説してくだされ。

要するに、マケインは公的助成を受けないことで選挙資金使用の上限規制を
適用されないようにするつもりだが、昨年資金繰りが苦しかった時期に銀行
から融資を受けた際に、「もしこの先予備選で負けたりして個人献金が集まら
なくなった場合には公的助成を受けて融資を返済するから大丈夫」と銀行に
確約してたこと↓が問題？
At issue is the fine print in the loan agreement between McCain and Fidelity &
Trust Bank. McCain secured the loan using his list of contributors, his promise
to use that list to raisemoney to pay off the loan and by taking out a life
insurance policy.
But the agreement also said that if McCain were to withdraw from the public
financing systembefore the end of 2007 and then were to lose the New Hampshire
primary by more than 10 percentage points, he would have had to reapply to the
FEC for public matching funds and provide the bank additional collateral for
the loan.
