Someone may be telling you the equivalent of "talk to the hand." There is a problem that needs addressing, and you are trying to do just that. But the other party seems uninterested at best, and downright hostile at worst.
You aren't one to mince words, Scorpio, so most likely you have already been assertive and said what you had to say. If that didn't work, you have to be more aggressive.
You don't like conflict, but you may have to go over the other person's head if you want to get anything accomplished - or else, if possible, just do it yourself.
