この部分はわかります。
Jimさんはメール設定できるけど、79さんと調整をするのが望ましいという事ですね
これについては「Please 79-san coordinate mail.」です。

この部分はReportersもDeletersと同じように責任を取らないのか
Reportersは違うと言っているのかがよくわかりません。

この部分は、上の部分に掛かっているのか、それとも4)の規制解除のお願いの件なのかが
わかりません。たぶん上の部分に掛かっているような気がするのですが、自信がないです。

CCで設定してもらっても読む時間なんてないよ。ということですね。
この部分に関しては以下のように答えるつもりです。
The report and the reply are Japanese, and if the problem doesn't occur, Jim-san need not read.
I do not think that it is preferable that there is what the manager doesn't know.
Therefore, I want to put E-mail into the state that can be read at any time to read.

報告やその返信は日本語だし、問題がなければJimさんには読んでもらう必要はないです。
しかし、私は管理人の知らない事があるのは望ましくないと思いますので、
メールは読みたい時にいつでも読める状態にしておきたいのです。
