And we have to send email to this ISP, and if ISP says that they are going to deal with this particular user, we will unlock that blocking.

the persons who can send emails to ISPs , and the persons who can unlock the blocking, have to be authorized by admin Jim-san.
So could you please give me and Reffi-san, who is taking care of that in 2ch, that authorization?
