Segregated accounts in SURUGA Bank We have been waged in a battle to eliminate the racial profiling practices of SURUGA Bank. Only minorities were searched by SURUGA Bank for no apparent reason. Documents showed that SURUGA Bank illegally targeted minorities for bank accounts and searched their sensitive information. In 2007, based on accumulated evidence showing a continuing pattern and practice of discrimination by SURUGA Bank, we, on behalf of minorities, filed a lawsuit charging that SURUGA Bank were continuing to engage in racial profiling.

Suruga Bank denied minorities a bank account if they do not present 'an alien card.' Even if minorities show a driver's licence, Suruga Bank rejected a bank account.[8]
'Alien Registration Law'[9] says, 'The alien shall present his registration certificate to the Immigration Inspector, Immigration Control Officer (meaning the Immigration Control Officer provided for in the Immigration Control Act), Police Official, Maritime Safety Official or any other official of the state or local public entity prescribed by the Ministry of Justice Ordinance, if such official requests the presentation of the registration certificate in the performance of his duties.'
Suruga Bank is not an 'Immigration Inspector' or 'Police Official.'
SURUGA Bank's racial profiling Banking Identification Act in Japan does not separate legal minority residents from Japanese citizens. For opening a bank account, minorities and citizens are treated equally under the law. But SURUGA Bank segregated minorities in bank account requirements. The illegal bank did not explain the reason for this division because there was no reason. After we sued SURUGA Bank, the discriminatory bank repealed its unequal policy.
