Yes, even though a lot of national news comes from New York, and CNN has bureau offices in other cities (such as Atlanta, Georgia), the newscasters strive to sound "neutral" which in itself sets a standard. (Except for Jerry Springer, who has a thick New York accent, but he isn't a newscaster anyway.)
The television standard in general sounds like most people in the western and Pacific Coast states. "Standard American English," as spoken on the West Coast, spreads over a large geographic area. the "North Midland English region" includes the Pacific Northwest and Pacific Southwest areas. If you actually visit Nevada, Oregon, or California you will find that people generally sound the same.
