as just as fairの一つ目のasはなぜ必要なのか?

Two roads diverged in a yellow wood, and sorry I could not travel both and be one traveler, long I stood
and looked down one as far as I could to where it bent in the undergrowth, then took the other, as just as fair,
and having perhaps the better claim, because it was grassy and wanted wear; though as for that the passing there had worn them really about the same.

as just [=exactly] as fair「ちょうど同様にきれい」は、直前のthe otherを説明しています。
「(一方と)ちょうど同じくらい美しい他方」ということで、省略を補うと、
the other, as just as fair (as the one)くらいだと思います。となると、最初のasは不要で、
the other, just as fair (as the one)でもいいのではないかと思えてきます。もちろん、このjustはexactlyの意で、
辞書では、just as you say いかにもおっしゃるとおり/ just as it is [was] そのままで/ Do just as you please. 好きになさってください。などの用法が見当たります。

以下の類例でも、やはり最初のasの存在意義がわかりません。
STORMY MONDAY
They called it stormy Monday, but Tuesday is as just as bad.
最初のasをとって省略を補うと
Tuesday is just as bad (as stormy Monday).くらいになると思いますが、これでなんら問題はなく、最初のasの存在意義がわかりません。
