頭は have to be に係る副詞句 。句とは、前置詞 ＋名詞（ないし、名詞相当語句）
ここはensuringに接続詞のthatがくっ付いて文章を引っ張っぱる節になってるのね。

目的を果たすのに裏付けとなるのは、当面の目標を何らかの形式・様式或いは他
の方法で数量化・数式化せねばならない事である。

まずはゴールに玉を蹴り込んでからワールド・カップに出られると思うのね。
