To tell the truth, when I read this sentence at first, I could not understand what the author wanted to say in the context. At the beginning of the sentence, the author compared the difference between the language by Howard (present administration) and that written in the booklet on immigrants in 1940's, saying that it is too much exclusive at present, while he said that the time like 1940's (the time when the language of the booklet) may come. These matters seems to be contradictory to me. Did the author write this sentence with expectation to the present administration?
However, in the middle of the sentence, I was much interested in the part that the administration won the election by taking the attitude of refusing illegal immigrants, and the people knew the administration would not keep the present position no more, which would be chosen as the worst means.

The eco-challenge is survival race. Each team in the race has four members. The teams travel across wilderness for six to ten days with a compass and a map. The courses pass through mountains, canyons, rivers, lakes and deserts. The racers have to run up and down mountains, climb rocks, and pass through narrow passages between canyon walls. They sometimes have to paddle rafts though rapids, or swim through cold water. Rain, wind, cold and heat make the conditions even worse. If a team loses a member for any reason, the team is disqualified. The Eco-challenge is held in wild locations all over the world, so the race held in Borneo in 2000, the racers navigated through ancient caves. They also had to paddle along winding rivers in canoes, and rappel down waterfalls. A Japanese team took part in this race. They finished 13th out of 76 teams. The race is a challenge to human limits. Doctors and guides stand by to take care of injured and sick racers. Seventy-six teams started the race and only 44 reached the finish line in 2000.
