NYTの報じた中国のアメリカ向けレアアース禁輸のニュースが大きな話題になっている。中国商務省は水曜日に
この（禁輸措置という）ニュースを否定し、「レアアース輸出を禁止していない」と述べた。中国商務省は以前に、
日本向けレアアースの禁輸が報じられた時もそれを否定する公式声明を出しているが、実態は輸出の禁止が
行われてきた。このためアメリカ向けレアアース輸出の今後について憂慮する向きが多い。
ポール・クルーグマンは、この事件が米中関係を大いに阻害するという。
"On one side, the affair highlights the fecklessness of U.S. policy makers, who did nothing while an unreliable regime
acquired a stranglehold on key materials. On the other side, the incident shows a Chinese government that is
dangerously trigger-happy, willing to wage economic warfare on the slightest provocation."
He wrote that China's control of the industry has resulted in "a monopoly position exceeding the wildest dreams of
Middle Eastern oil-fueled tyrants."
クルーグマンは、信頼できない供給ソースに重要資源を独占させるままに放置してきたアメリカ政府の政策にも問題
があるとし、その一方で中国政府の危険なやり方は経済戦争勃発の引き金を引きかねない愚行だという。クルーグ
マンは中国が世界のレアアース供給を独占した結果、中東の産油国の独裁者の考えるような野望を夢見ているよう
だ、という。
今回の中国側の措置は、中国商務部のZhang Guobaoが記者会見で、アメリカ政府が、一部の中国の産業向け政府
補助金動をWTO違反として提訴を検討していることを激しく避難した後で起こっている。Zhang Guobao,は記者会見で
アメリカ政府は中国との貿易戦争に勝てない（Washington “cannot win this trade fight.”）と述べている。レアアースの
禁輸措置が明らかになれば、アメリカはWTOへの提訴を検討すると見られている。
