The timer begins counting from the last time someone makes a post to the thread.

Example:
10:00am -> New thread creation
11:59am -> First reply to thread
12:00pm -> Thread does not drop
02:01pm -> Thread drops

Example 2:
10:00am -> New thread creation
... Nobody makes a reply to the thread ...
12:01pm -> Thread drops

Example 3
10:00am -> New thread creation
... More than twenty replies to the thread ...
12:01pm -> Thread does not drop, because there have been more than 20 replies

Example 4
10:00am -> New thread creation
11:59am -> First thread reply
12:00pm -> Thread does not drop
01:59pm -> Second thread reply
02:00pm -> Thread does not drop
... No more thread replies ...
04:01pm -> Thread drops
